中文摘要：	随着互联网技术的快速发展，以技术为驱动的互联网平台体系逐步健全，这 不仅对整个社会的政治、经济、科技、文化、教育等方面产生重大影响，也给社 会治理带来严峻挑战。互联网平台治理需要统筹考虑，树立生态系统理念和多方 协同意识。本研究围绕互联网平台治理均衡机制的建立，构建形成一个能够相互 匹配的生态体系，这个生态结构将随着外部环境和内部结构的变化不断加以调整， 并推动系统持续整合、适应力不断增强，从而实现互联网平台均衡发展的目标。 本报告具体包括如下内容： 研究了互联网平台治理的理论基础框架体系。从互联网平台的基本概念、内 涵和外延、相关理论基础等方面，对互联网平台治理相关的文献进行系统梳理， 明确互联网平台研究的理论基础。从法律、行政、经济等方面的视角，提出涵盖 完善法律法规、创新治理方式、加强道德自律建设、增强网络技术安全等内容， 多管齐下促进互联网平台治理的理论框架体系。 研究了互联网平台发展的网络生态影响因素。基于网络生态理论和平台经济 理论提出影响互联网平台的关键因素假设，采用结构方程模型的研究方法，构建 互联网平台发展水平影响因素模型。通过采用网络基础设施、技术研发支撑度、 持续发展环境完备度、互联网基础资源等网络生态指标数据，研究互联网平台发 展水平的影响机制，对模型的研究假设进行检验，识别这些因素对互联网平台发 展的影响作用情况，从而为制定互联网平台治理政策提供理论支撑。 研究了电子商务平台治理机制与策略。电子商务平台通过运用互联网技术汇 聚信息，为交易双方或者多方提供中间媒介服务，成为创造高质量就业的重要渠 道、扩大信息消费的重要来源，实现产业转型升级的重要引擎。与此同时，部分 领域问题集中爆发，成为社会舆论焦点，政府监管力度逐步提升。在这种大背景 下，本研究从电子商务平台信用建设、售后服务、在线纠纷、信息保护、产品质 I量与网络广告等方面进行系统研究，力求准确研判电子商务发展特征态势，科学 把握电子商务协同治理的机制规律，通过有效治理实现电子商务平台规范发展。 研究了信息服务平台治理机制与策略。信息服务作为互联网平台最具创新 活力的领域，已经成为推动经济发展、社会进步的重要引擎和关键载体，同时 也逐步演进成为我国资讯传播、娱乐生活的新空间。本研究从信息服务的基本 概念出发，系统研究分析信息服务平台存在的问题和挑战，通过研究构建信息 服务平台的评价指标体系，提出信息服务平台分类分级的治理策略，并以应用 商店为例进行验证分析，从而促进信息服务平台实现健康可持续发展。 研究了共享经济平台治理机制与策略。共享经济平台是一种全新的业态模式， 在共享经济平台协同治理过程中，政府、企业、用户分别从不同角度提升治理能 力，推动行业向健康、标准、可持续的方向迈进。本研究梳理了共享经济的内在 涵义，分析共享经济在不同发展阶段呈现出的态势与规律，提出影响共享经济发 展的网络技术创新、市场用户需求、风险资本投入、企业运营能力、政府监管政 策等方面的关键因素，提出共享经济治理应当遵循的主要策略原则。通过运用共 享单车的案例进行分析，提出在面对日渐复杂的公共服务治理状况时，需要采用 政府、企业和用户协同治理的模式。 综上所述，本研究以国家治理体系和治理能现代化为基础，理清了互联网平 台协同治理的责任义务，系统分析了政府监管、平台企业、行业组织、公众用户 之间的作用关系。在实现均衡状态的过程中，综合考虑了法律政策制度、线上线 下统筹、平台企业赋权、技术研发创新、数据信息共享、用户行为规范、行业自 律约束等因素的影响，并在此基础上提出了“政府-企业-社会”协同的平台治理 架构体系，以期为构建和谐有序的互联网平台生态体系提供理论支撑。
英文摘要：	With the rapid development of Internet technology, the Internet platform system driven by technology is gradually improved, which not only has a significant impact on the political, economic, technological, cultural, educational and other aspects of the whole society, but also brings severe challenges to social governance. Internet platform governance needs to be considered as a whole, and the concept of ecosystem and multiparty collaborative awareness should be established. Based on the establishment of Internet platform governance equilibrium mechanism, this study constructs an ecological system that can match each other. This ecological structure will be continuously adjusted with the changes of external environment and internal structure, and promote the continuous integration of the system and the continuous enhancement of adaptability, so as to achieve the goal of balanced development of Internet platform. This report specifically includes the following: This paper studies the theoretical framework of Internet platform governance. From the basic concept, connotation and extension, and related theoretical basis of Internet platform, this paper systematically combs the literature related to Internet platform governance, and clarifies the theoretical basis of Internet platform research. From the perspective of law, administration, economy and other aspects, this paper proposes a theoretical framework system that includes improving laws and regulations, innovating governance methods, strengthening moral self-discipline construction, enhancing network technology security and so on, and promoting Internet platform governance in a multi pronged way. This paper studies the influence factors of network ecology on the development of Internet platform. Based on the theory of network ecology and platform economy, this paper puts forward the hypothesis of the key factors that affect the development level of Internet platform, and uses the research method of structural equation model IIIto build the influencing factor model of the development level of Internet platform. By using the network ecological index data such as network infrastructure, technology R&D support, sustainable development environment completeness, Internet basic resources, etc., this paper studies the influence mechanism of Internet platform development level, tests the research hypothesis of the model, and identifies the influence of these factors on the development of Internet platform, so as to provide a theory for the formulation of Internet platform governance policy Support. The governance mechanism and strategy of e-commerce platform are studied. Ecommerce platform, by using Internet technology to gather information and provide intermediate media services for both parties or multiple parties, has become an important channel to create high-quality employment, an important source to expand information consumption and an important engine to realize industrial transformation and upgrading. At the same time, some problems in the field burst out and became the focus of public opinion, and the government's supervision gradually increased. In this context, this study systematically studies e-commerce platform credit construction, after-sales service, online disputes, information protection, product quality and online advertising, striving to accurately study the development characteristics and trends of e-commerce, scientifically grasp the mechanism and laws of e-commerce collaborative governance, and realize the standardized development of e-commerce platform through effective governance. The governance mechanism and strategy of information service platform are studied. As the most innovative field of Internet platform, information service has become an important engine and key carrier to promote economic development and social progress. At the same time, it has gradually evolved into a new space for information dissemination and entertainment life in China. Starting from the basic concept of information service, this study systematically studies and analyzes the problems and challenges of information service platform. By studying and constructing the evaluation index system of information service platform, it puts forward the governance strategy of classification and classification of information service platform, and takes the application store as an example for verification and analysis, so as to IVpromote the healthy and sustainable development of information service platform. The governance mechanism and strategy of sharing economy platform are studied. The sharing economy platform is a new business model. In the process of collaborative governance of the sharing economy platform, the government, enterprises and users respectively improve their governance capabilities from different perspectives, and promote the industry to a healthy, standard and sustainable direction. This research combs the internal meaning of sharing economy, analyzes the trend and law of sharing economy in different development stages, puts forward the key factors affecting the development of sharing economy, such as network technology innovation, market user demand, venture capital investment, enterprise operation ability, government supervision policy, and puts forward the main strategic principles that should be followed in the governance of sharing economy. Through the analysis of the case of sharing bicycle, the paper points out that in the face of increasingly complex public service governance, the government, enterprises and users need to adopt the mode of collaborative governance. To sum up, based on the modernization of national governance system and governance, this study clarifies the responsibilities and obligations of Internet platform collaborative governance, and systematically analyzes the relationship among government supervision, platform enterprises, industry organizations and public users. In the process of realizing the equilibrium state, the factors such as legal policy system, online and offline coordination, platform enterprise empowerment, technology R&D innovation, data information sharing, user behavior norms, industry self-discipline and constraints are considered comprehensively, and on this basis, a platform governance framework system of "government enterprise society" coordination is proposed in order to build a harmonious and orderly Internet platform ecosystem provides theoretical support.
