中文摘要：	图书馆“十四五”发展规划是规范图书馆建设，指导图书馆未来发展、提升图书馆服务和业务水平的全面谋划，是图书馆五年内的发展蓝图。在“十四五”期间，国内外经济、社会和技术出现快速变革，新冠疫情反反复复，图书馆的转型和发展在遇到机遇和突破的同时也受到了打击和阻碍。目前，我国大多数城市图书馆完成了“十四五”发展规划的编制工作，政府、人民乃至图书馆行业都对图书馆“十四五”时期的发展寄予期待。 在此背景之下，本研究以城市图书馆“十四五”发展规划文本为研究对象，应用文本分析的方法，重点解决以下三个问题：（1）城市图书馆“十四五”发展规划的体例结构、文本内容分别由哪些构成？（2）城市图书馆“十四五”发展规划的体例结构、文本内容有何特征？（3）城市图书馆“十四五”发展规划文本存在的问题及对策建议是什么？ 本研究首先对城市图书馆、图书馆发展规划的概念进行界定，对城市图书馆、图书馆发展规划的研究分别进行综述，然后以12份城市图书馆“十四五”发展规划为研究对象，研究首先使用统计软件和NVivo分析软件对城市图书馆发展规划的体例结构和文本内容进行分析，然后归纳出体例结构和文本内容的组成部分和特点，最后总结规划文本编制的问题并提出对策建议。 有鉴于此，本研究通过归纳图书馆规划体例结构和文本内容的新特点和新趋势，为城市图书馆之后制定规划提供参考和建议，对城市图书馆的发展规划的研究具有理论价值，对城市图书馆“十四五”期间实践具有借鉴意义，有助于提升我国城市图书馆规划的完整性和创新性。
英文摘要：	The 14th Five-Year Plan is a comprehensive plan to regulate the construction and guide the future development of the library, as well as improve the library's services and operations. During the 14th Five-Year Plan period, the global economy, society and technology are undergoing rapid changes, and the pandemic is also recurring, which brings opportunities and breakthroughs as well as blows and obstacles to the development and transformation of the library. At present, the writing of the 14th Five-Year Plan has been completed by the majority of the city libraries in China. The people, government, and the relevant industry have high expectations for the development of libraries in the 14th Five-Year Plan period. According to the above background, this study taking the text of the 14th Five-Year Plan of city libraries as the research object, applies the textual analysis to address the following three questions: (1) What constitutes the structure and textual content of the 14th Five-Year Plan for city libraries? (2) What are the characteristics of the structure and content of the 14th Five-Year Plan for city libraries? (3) What are the problems and suggestions for the development of city libraries in the 14th Five-Year Plan? First, this study defines the concept of city libraries and library development plans and reviews the research on city libraries and library development plans. Then, 12 city library development plans were used as the research subjects. Statistical software and Nvivo analysis software was used in this study to analyze the structure and textual content of the city library development plans. After that, I summarize the characteristics of the changes in the structure and the textual content composition. Finally, the textual problems from the plan are summarized, and some countermeasures are also proposed. This study provides references and suggestions for planning city libraries by specifying the new features and trends in the structure and textual content of library planning, which adds theoretical value to the study of city library development planning. This study can also serve as a reference for the practice of city libraries during the 14th Five-Year Plan period and help to improve the integrity and innovation of city library planning in China.
