中文摘要: | 进入21世纪以来,我国电子政务经过十余年的发展取得了快速显著的成效,但也存在着不少的问题,其中一个重要问题是缺乏电子政务项目建设的资金,特别是中西部地区和一些不发达地区。作为开发电子政务系统的信息技术企业,必须转变以往的项目经营模式,创新商业思路,与政府积极合作,借鉴公共品建设领域的PPP(Public-Private Partnership)模式,即公私合作伙伴关系模式,在电子政务项目建设中探索推行PPP项目模式,即与政府形成公私合作伙伴关系,为项目提供技术开发、运营维护和融资安排等。使用PPP项目模式后,政府不再受困于项目建设资金的不足,就可以马上使用电子政务系统。这种模式要求政府在以后相当长的运营年限内每年只需支付一定的小金额维护费用或者财政补贴,从而可以在长期内摊销成本,不仅大大减轻了政府当期全额一次性财政支出的压力,而且能迅速高效地建设好电子政务系统并投入使用。虽然PPP项目模式在国外的应用已十分广泛,但在我国电子政务领域还是新鲜事物,在理论研究及实际应用中都有许多问题有待解决。本文的研究分为四章。第一章为绪论,提出研究缘由,进行文献综述,探讨当前电子政务建设中使用PPP项目模式的研究成果。并介绍了PPP项目模式的概念及相关理论基础,包括公共品效用改进理论和项目区分理论。第二章研究电子政务PPP项目模式的成功案例、优势分析及有利条件。首先介绍了美国印第安纳州政府电子政务建设采用PPP项目模式的成功案例和经验借鉴。其次,分析我国使用PPP模式建设电子政务项目所具有的独特竞争优势,包括可大幅节省政府投资电子政务项目的财政支出、可缓解电子政务项目的银行贷款风险、可提高电子政务的服务质量、有利于政府的监管定位和服务转变、有利于培育我国民营电子政务系统集成企业的成长以及PPP模式的多样化能够适应电子政务项目复杂化的要求等。最后,分析了目前我国电子政务应用PPP项目模式的有利条件,如非公有制经济发展理论上的突破、相关法律法规制度的初步建设、融资环境的改善、公共品项目需求的巨大空间、私营经济改革开放以来的迅速发展壮大等。第三章重点论述电子政务的PPP项目模式的设计。其运作设计涉及的参与方主要有政府部门、私营企业及银行等贷款人;运作机制是参与方之间形成“相互协调、共同决策”的合作关系;运作过程包括立项与可行性研究、选择私人合作伙伴、成立PPP项目公司、项目建设、项目运营、项目移交等阶段,其中选择私人合作伙伴是最关键的一个环节。其融资设计包括PPP项目模式的融资过程和它的信用保证结构。第四章探讨电子政务PPP项目模式的风险及对策。其风险类型主要包括政府信用风险、法律风险、技术和运营风险、融资风险。在阐述风险分配原则和风险分担框架的基础上,提出四条风险防范对策:(1)转变政府角色,定位监管服务;(2)加强立法,不断完善PPP法律法规;(3)私人合作伙伴不断提升自身素质,提高竞争优势;(4)拓宽融资渠道,降低融资成本。 | |
英文摘要: | Since twenty-first Century, China's e-government development through more than 10 years has made rapid and significant effect, but also exists many problems, one of the important problems is the lack of e-government project construction funds, especially in the central and western regions and less developed regions. As an IT company of e-government system R&D, it must change the project model, innovative business ideas, cooperate with the government actively, draw on the experience of PPP(Public-Private Partnership) mode in public goods of the construction field, explore the implementation of PPP project model in the e-government project, build public private partnerships with government, provide technology development, operation and maintenance and financing arrangement for the project. In addition to the supervision, the government only pay a small amount of maintenance cost or financial subsidies every year in a fairly long operation life, it can immediately use an e-government system. This project model can make the government amortize cost in long-term, lightens current government financial pressures, and gets the rapid and efficient construction of an e-government system and puts it into use. Although PPP project mode has been widely used in foreign countries, it is a new thing in our e-government field. Its theoretical research and practical application still has many problems to be solved. This paper has four chapters. The introduction is the first chapter. Its main research contents are the reasons of putting forward the research problem, the literature review on e-government construction in PPP project mode, and concept and related theoretical basis of PPP project mode, including public utility improvement theory and project division theory. The second chapter introduces successful case of e-government PPP project model and PPP’s advantage. The case is the success story and experiences of the United States Indiana e-government construction using PPP model. The main advantage of e-government PPP project model can reduce the government financial burden of the e-government project, improve the service quality of the e-government, is conducive to the cultivation and growth of our country private e-government system integration companies. The chapter has further analysis of the favorable conditions of China's e-government PPP pattern application, such as the breakthrough of the theories development of non-public economy, the preliminary construction of related laws and regulations system, the improvement of the financing environment, the huge space of public project needs, the rapid development of the private economy in recent years, etc. The third chapter discusses the e-government PPP project model design. The design involved with government departments, private sector, banks and other lenders; operation mechanism require the participants’ Interco ordination and joint decision-making; operation process consist of the project and feasibility study, choose private partners, found PPP project company, project construction, project operation, the transfer of the project phase, in which the selection of private partners is the most crucial link. Its financing mechanisms comprise financial process of PPP project mode and its credit guarantee structure. The fourth chapter discusses the risk of e-government PPP project model and its countermeasures. The risk types cover government credit risk, legal risk, technology and operational risk, financing risk. On the based of the risk allocation principles and risk sharing framework, the paper put forward four countermeasures to prevent risks: (1)to transform government role and reshape supervision image; (2)to accelerate the legislation and improve PPP laws and regulations system continuously; (3)to promote private partners’ quality and develop their competitive advantage continuously; (4)to widen the financing channel and reduce financing cost of PPP project. | |
