中文摘要：	随着现代医学的发展，新的医疗耗材、医疗技术与设备不断涌现，这一方面提升了社会医疗的整体水平；另一方面也引发了医疗费用快速增长，国家医保负担加重、医疗费用支出增加，以及医患关系紧张、医疗环境恶化等一系列社会问题。医疗耗材费用作为医疗支出的重要组成部分近年来增长迅速，从客观讲这一方面与国际国内医疗技术的快速发展、疾病谱系的改变等一些因素有关。当然，更重要的还是由于医疗耗材价格管制体系的不完善，医疗耗材临床的过度使用等因素引起。在美国医药市场发展较为成熟的集团采购组织（GPO），通过发挥其规模化、专业化以及信息化管理等方面的优势，有效地解决了医疗耗材市场信息不对称、供给方诱导需求以及价格监管体系不完善等弊病。本研究从医药行业的整体利益出发，以集团采购组织对医疗耗材价格的影响机制为切入点，探讨如何通过在我国现有的医疗耗材供应链系统引入集团采购组织模式，从而有效的破解当前老百姓“看病贵”，政府医保负担重以及社会整体医疗环境恶化等问题。 本文首先对医疗耗材的定价特征，以及美国集团采购组织模式等相关研究进行系统回顾与评述，并在此基础上分析我国医疗耗材价格虚高问题产生的原因；接下来剖析了目前我国正在执行的医疗耗材采购模式，以及我国当前的医疗耗材定价机制，试图揭示医疗耗材价格虚高问题产生的根源。最后，针对中国的实际情况，本文提出可以在借鉴美G医药公司品采购GPO模式基础上，在中国推动医疗耗材集中采购模式的改革，并认为该举措可以成为解决我国医疗耗材价格虚高，老百姓看病难问题的重要途径。 本研究共分六章展开，第一章是本文的绪论部分，主要介绍本文的研究背景、研究意义、研究思路与研究方法；第二章是本文的研究基础部分，主要介绍了两方面内容，一是医疗耗材的价格特征，二是介绍美国的集团采购组织；第三章是分析我国医疗耗材价格虚高的原因，内容涉及供应链系统的影响、医疗耗材价格管制的制度缺陷，以及医疗耗材的利益相关者分析三部分内容；第四章是集团采购组织的社会功效，内容包括改善医疗耗材的价格形成机制、弥补医疗耗材价格监管的制度缺陷、改变既有的利益分配格局等三部分内容；第五章是一项关于M医院的医疗耗材GPO改革方案的案例研究；第六章是本文的结论部分。

Medical supplies costs as an important part of the medical expenditures have grown rapidly in recent years. Due to the imperfections of the price control system of the medical supplies, medical supplies clinical factors such as excessive use of. More developed in the field of American Medical Group Purchasing Organization (GPO), play in the professional market on the advantages of scale and specialization, as well as information management, effectively solve the asymmetric information on the Medical Device market, supply-side induced demand and price regulation system is imperfect, a series of medical and health management system ills, to crack the current social contradictions more prominent and expensive problem feasibility.
