On September 24th, the fifth Youth Reform and Opening Forum (New Mogan Mountain Conference, 2016) inaugurated in Deqing, Zhejiang province, and the theme of the conference —— financial reform and creation, was heated discussed by the participants. There were 122 delegates from banks, university and some other organizations attending the preference, among which 88 people were under 45 years old.
The forum lasted for 3 days and was closely related to the scheme of financial reform and creation. It included a part of communication about the significance of deepening financial reform and the priority of reform and six sub-forums, which were about inclusive finance and creation, the construction of the belt and road and international financial development, the reform and creation of global monetary system and so on. Tian Lihui, the professor of Nankai University Institute of Finance and Development, held the sub-forum about the belt and road and international financial development, and made a speech about the belt and road needs financial engineering in the general meeting.
Tian Lihui, the professor of Nankai University pointed out that the belt and road conformed to the trend of the times, and if it was successfully implemented, it would be useful to build up international new order step by step. The implement of the belt and road required that finance led the industrial investment, especially the marketable investment of private enterprise, so that we could realize the dual goals of cutting overcapacity and achieving international cooperation of industrial capacity. The belt and road was neither voluntary donations nor charity, and it needed financial instruments to prevent oversea risk and guarantee the connection the benefits among the members of the belt and road. Besides, the success of the promotion of the belt and road required the stabilization of the expectation of RMB’s value, and the RMB internationalization would finally success with the improvement of our national power and the promotion of the belt and road.
Jia Kang, the only participant who had witness the Mogan Mountain Conference and who now served as the dean of China Academy of New Supply-side Economics and the researcher of Chinese Academy of Fiscal Sciences, said that it was needed to inherit and carry forward social responsibility, the spirit of creation, the significance of integrating theory with practice, the freedom of academy and the Mogan Mountain spirit which was characterized by team spirit and dedication spirit, and to grasp the opportunity of the historical background and contribute to the process of modernization.
In September 1984, the historically called Mogan Mountain Conference was held in Mogan Mountain of Deqing Zhejiang, which was the first nationwide forum of youth economists. This conference provided many ideas about the reform in 1980s, and a series of youth economists performed well. In September 2012, the International Cooperation Center of National Development and Reform Commission held Youth Reform and Opening Forum (New Mogan Mountain Conference), inheriting and carrying forward the spirit of Mogan Mountain Conference in 1984, and encouraged the fair competition, field research, free debate, openness and inclusiveness and multidisciplinary communication. The conference finally received great achievement.
